California Small Business: An Annotated Bibliography

This morning, CRB released “California Small Business: An Annotated Bibliography.” The project was developed by Avery Arbaugh, Andrea Ayala, D’Angelo Gonzalez, Tristan Keene, Helen Phun, and Fela Williams.

The California Research Bureau hosts Cal-in-Sacramento fellows each year from UC Berkeley who work as a team, with support from CRB staff, to develop a targeted research project to support legislative efforts. The team met with legislative staff members from the California Senate Committee on Business, Professions, and Economic Development and the Assembly Committee on Jobs, Economic Development, and the Economy to assess research needs and focus the summer’s work. After identifying information needs, the interns reviewed existing studies, reports, and news coverage on the topic, culminating in “California Small Business: An Annotated Bibliography.”

The project includes Small Business Survey and Reports (survey and selected reports of the status of small businesses using state and federal data sources); Comparison to Other States (small business profiles and comparison of legislative activity related to small businesses among selected states); and the Annotated Bibliography (a curated list of resources relating to small business). Each area is broken into six sections: Access to Capital; Access to Information; COVID-19 and Other Economic Recovery; Inequity; Staffing; and Sustainability.

We invite you to read the full document to learn more about these topics and for California policymakers and their staff to seek more in-depth answers on any of the topics in the bibliography by emailing crb@library.ca.gov.

Throughout their internship, the fellows attended trainings and workshops from CRB staff covering subjects such as scholarly article searching, legislation searching, and news searching. In several cases, these trainings and workshops were shared with interns through outside programs as well. Legislative staff members are welcome to reach out to our office for assistance with training your interns, too! Please email crb@library.ca.gov if you are interested.
