Cooperative Systems and CLSA

California public libraries engaged in cooperative efforts with neighboring libraries are supported through the Communications and Delivery Program of the California Library Services Act (CLSA), specifically designed to assist and encourage such cooperation. The program is administered by the 13-member California Library Services Board, and funding is allocated to California’s Cooperative Library Systems.

    California Library Services Board

    About the Board

    The California Library Services Board (the state board) consists of nine members appointed by the Governor and four by the Legislature. The state board determines policy for and authorizes allocation of funds from programs of the California Library Services Act. Members serve for four years, representing various constituencies, and also comprise the State Advisory Council on Libraries for the federal Library Services and Technology Act. The State Librarian serves as Chief Executive Officer of the California Library Services Board.

    The mission of the California Library Services Board is to foster lifelong learning by ensuring that all Californians have free and convenient access to all library resources and services.

    California Library Services Board Values Statement

    The California Library Services Board values literacy, cooperation, diversity, service to the underserved, and access.

    • Literacy: Promote the importance of reading and the skills needed by individuals to participate fully in society.
    • Cooperation: Encourage the sharing of resources and collaboration among libraries and other government agencies, organizations, and diverse community groups.
    • Diversity: Support programs and services that reflect the diverse population of California.
    • Service to the underserved: Strengthen equitable distribution of resources and services to any population segment, regardless of economic status and other circumstances, whose needs are not adequately met by traditional library services patterns.
    • Access: Affirm the principles of equitable access to resource across library systems through local control, local financing, and resource sharing.

    Representing School Libraries

    Connie Williams NBCT, MLS, resides in Petaluma, California. She was appointed on September 17, 2014, and reappointed on January 7, 2016. Her term expires on January 1, 2020.

    After 28 years as a librarian with Petaluma Schools, Connie now works part time with the Sonoma County Library as the Petaluma History Room Librarian. She presents and writes about question-building, inquiry, teaching with government information, and primary sources. She is the author of the book: Understanding Government Information: a teaching strategies Toolkit for Grades 7-12; many articles on library and educational topics and is co-author with Blanche Woolls of Teaching Life Skills in the Library, Career, Finance, and Civic Engagement in a Changing World. She hosts the Primary Source Starter Kit for Teachers (because every subject has a history).

    Representing Special Libraries

    Anne R. Bernardo resides in Visalia, California. She was appointed November 4, 2003, and reappointed on June 13, 2014 and on January 11, 2018. Her term expires on January 1, 2022.

    Ms. Bernardo is the Law Library Director of the Tulare County Public Law Library, a position she has held since 1994. She has served as president and vice president of the California Library Services Board, and as its legislative committee chair and board liaison to the Legislative and Advocacy Committee of the California Library Association. She has also served as president of the Council of California County Law Librarians, vice president of the Conference of California County Law Library Trustees and Librarians, and as council chair and board president of the former Heartland Regional Library Network. She is a member of the American Association of Law Libraries, its Government Law Libraries Special Interest Section, and its Asian-American Law Librarians Caucus. She is a member of the Northern California Association of Law Libraries and California Women Lead. She was the law libraries liaison to the executive committee of the Law Practice Management & Technology Section of the California State Bar and has been recognized by the Tulare County Bar Association recognized her with its Liberty Bell Award.

    She has served on the College of the Sequoias Paralegal Program Advisory Board and received the college’s Paralegal Mentor of the Year Award. She was on the Board of Directors of the Visalian Friends of the Fox Theatre, and as the general manager of the Tulare County Symphony (1986–1994), the orchestra was recognized by the California Arts Council, the National Endowment for the Arts, completed an international tour, and commissioned and premiered works by American composers. Ms. Bernardo earned her Bachelor of Science degree in Creative Arts and Human Behavior from the University of California, Davis and a Paralegal certificate from the College of the Sequoias.

    Representing Public Libraries

    Paymaneh Maghsoudi lives in Chino Hills, California. She was appointed on January 14, 2003, and reappointed on January 7, 2016. Her term expires on January 1, 2020.

    Ms. Maghsoudi is currently the Director of Library Services of Whittier Public Library, a position she has held since 2001. She has also served as the Director of Library and Community Services of the city of Azusa. Ms. Maghsoudi is a member of the American Library Association and the California Library Association, where she served as the CLA President in 2011. She represents the California Library Services Board on the CLA Legislative and Advocacy Committee. Ms. Maghsoudi is a board member of the Hodge Foundation. She is the recipient of the YMCA of San Gabriel Valley Woman of Achievement Award. Ms. Maghsoudi received a Bachelor of Arts degree from the Pars College in Tehran, Iran, and her Masters of Library Science degree from the University of Oklahoma.

    Representing Economically Disadvantaged Persons

    Sandra Tauler resides in Calexico, California. She was appointed on April 11, 2016 and reappointed on January 11, 2018. Her term expires on January 1, 2022

    Ms. Tauler has been the Community Services Director for the City of Calexico since 2008, where she has served in several positions since 1990, including city librarian, and library and cultural arts director. She was a reference librarian and part-time instructor at Imperial Valley College form 1998 to 2006. Ms. Tauler was also a reference librarian at San Diego State University from 1995 to 1998. Ms. Tauler is a member of the American Library Association and the Desert Valley Library Media Association. She earned her Master of Library Science degree in library studies from the University of California, Los Angeles.

    Representing the Public-at-Large

    Elizabeth Murguia resides in Eureka, California. She was appointed April 14, 2008, and reappointed in January 2012 and May 2018. Her term expires on January 1, 2020.

    Ms. Murguia is President and Co-Founder of the Humboldt Library Foundation since 1996; she was recipient of the distinguished Helen Everett Award in 2006 in recognition of twenty-five years of work on behalf of the public library. She was a member and key fundraiser for the Humboldt County Library Construction Advisory Committee (1979–1995), a local organization formed to raise funds to construct a new Main Library for the Humboldt County Public Library system. Ms. Murguia sits on many boards, including the Humboldt County Democratic Central Committee, Ex-Officio Member since 1980; Member of the Open Door Community Health Clinics since 1992; Advocacy Committee Member of the St. Joseph’s Hospital since 1998; and Board Member for Keep Eureka Beautiful since 2000.

    In 1991 Ms. Murguia was a California Delegate to the White House Conference on Libraries in Washington, DC. She graduated from Sonoma State University, with a major in English Literature (1972). Ms. Murguia retired in April 2011 as a District Representative for Congressman Mike Thompson, a position she held since 1993. Prior to this she was District Representative for State Senator Barry Keene to author California’s 1988 Library Construction and Renovation Bond Act.

    Representing the Public-at-Large

    Dr. Marìa Nieto Senour resides in San Diego, California. She was appointed on August 8, 2018. Her term expires on January 1, 2022.

    Dr. Marìa Nieto Senour is president of the San Diego Community College District Board of Trustees, the first Latina elected to a city-wide school or college board office in the city of San Diego. In that position, Marìa has been an advocate for children and for increasing staff and student diversity in education.

    Dr. Senour served as a member of the San Diego Convention Center Board of Directors, from 1996 to 2004 and as a member of the San Diego Theatres Board of Directors from 2002 to 2004. She also served as the 2002 chair of the San Diego Convention Center board of directors. In her role as chair, Senour led a nine-member board that set policy allowing the Corporation to achieve its goal of bringing economic growth and development to the San Diego region.

    A former elementary school teacher and counselor, she is currently an emeritus professor in the Department of Counseling and School Psychology at San Diego State University where she teaches in and directs the Community Based Block (CBB) program. The CBB specializes in preparing counselors from diverse ethnic groups to be multicultural specialists and over the last 42 years has graduated more people of color with masters’ degrees in counseling than any program in the state. Marìa was named Professor of the year by San Diego State in 1993. Marìa founded the counselor education program at California State University, San Bernardino before assuming her current position at San Diego State in 1977.

    Marìa has done extensive volunteer work in the community. She is a past Board member of LEAD, San Diego, has served as a consultant on race relations to the San Diego Housing Commission, a trainer to numerous departments of probation across the state of California on how to work with Latino offenders, and a consultant to various educational and community organizations on women’s, cross-cultural and Latino issues. She has also served as a facilitator with Viewpoint Learning, an organization that conducts day-long dialogues with citizens on controversial issues and important topics related to the future of the region.

    Dr. Senour received her bachelor’s degree from Marygrove College in Detroit, her master’s degree from the University of Toledo in Ohio and her Ph.D. from Wayne State University.
